A department, a municipal corporation, a state enterprise and a regulator all publish the same thing: procedure. How to apply, who qualifies, what the amended rule requires. The people who need it, applicants, builders, candidates, compliance officers, now ask an engine, and the engine answers from a coaching site or a consultancy summary. The authoritative text exists. Almost none of it is readable.
Where the answer is being lost
The state writes the rule and someone else explains it.
An architect filing on behalf of a client types "How do I apply for a building permit from a municipal corporation" and gets a blog written by a liaison consultant, working from a fee schedule two revisions old. The corporation's own byelaw is online. It is a scanned PDF with no text layer, on a portal that requires a login before anything is visible. So the file arrives incomplete, the ward office sends it back, and the officer who answers the counter absorbs a queue that the website was meant to prevent.

One page per procedure
Not a scheme brochure. One page for each thing a person actually has to do: eligibility, the documents, the fee, the office, the statutory timeline, and the notification number it all rests on. Written in plain sentences, dated, and rewritten the day the notification is amended. This is the artefact an engine can quote without paraphrasing it wrong.
Date every instrument
Government publishes constantly and dates almost nothing in a way a machine can read. A 2019 circular, its 2022 amendment and a consolidated version sit on the same page with identical filenames. schema and technical fix that: each instrument gets an issue date, an issuing authority and an explicit record of what it supersedes, so the current rule is the one retrieved.

A small manufacturer asks "How do I apply for a state government subsidy scheme" and gets an answer assembled from consultant blogs and a two-year-old news report, with a document list that no longer matches the government order. The department's own page exists. It is a link to a PDF of a scanned signed circular, with no text layer and a filename like GO_MS_247.pdf. Nothing in it can be read by the system doing the answering, so the consultant becomes the authority on your scheme.
What we would run
- 01Answer and comparison pages
Three pages per scheme rather than a brochure. What the scheme pays and to whom. The file itself, annexure by annexure, with the reason each one is most often sent back. And the route stated step by step, priced at zero where it costs nothing, so a reader can see precisely what a facilitator is charging them for. Each page carries the GO number and the date it was last checked against it.
The consultant's fee rests on two things the applicant does not know: that the form is free, and which annexure fails. Publish both and there is very little left to sell.
- 02Technical fixes
The same scheme usually lives in three places: the department site, the state portal, and a campaign microsite the creative agency built for the launch and nobody retired. We reconcile them to one canonical page and redirect the rest. Then the regional-language versions, which are almost always published as image files with no text in them at all.
Where three versions exist, an engine takes the most crawlable, and that is often the abandoned microsite carrying last year's closing date. A Marathi or Tamil answer built from a picture of a page is built from nothing.

Each scheme defined as an entity: issuing department, notification date, beneficiary category, application window, the order it replaces. The same for the executive arm running it, so the agency and its parent ministry are not confused with each other.
Schemes with similar names run in several states at once. Without the entity work the engine hands a Maharashtra applicant the Karnataka rules.

Checks tied to events, not to a reporting calendar. The week an order is amended and the weeks that follow, we run the beneficiary's questions in English and in the state language, and record how long the superseded procedure keeps coming back and from which source.
The empanelled agency already reports reach and impressions on the campaign. Nobody reports whether the person who needed the scheme was told the right documents, which is the only thing that explains an under-subscribed scheme at the year-end review.
What we would not recommend
- Reddit. Threads about state subsidies are worked by the consultants who charge for the form. A department reply there is screenshotted and resold as proof of a contact, and the correction never travels as far as the screenshot.
- Reviews and testimonials. Feedback on a scheme is already collected through grievance redress and social audit, on a record that carries weight. A testimonial file gathered by a vendor sits outside that record and quietly undercuts it.
- Instagram. Campaign creative is already the empanelled agency's work and it carries no weight when an engine decides which source explains the scheme.
What a lead looks like
A director of communications at a state industries department. She has already checked the department's flagship subsidy in an engine and found a consultancy blog cited instead of the government order. She wants to know whether the scheme pages can be rebuilt inside the agency's existing empanelled scope, and what can be delivered before the year closes.

What changes
The counter queue thins first. Applications arrive with the right annexures because the applicant read the eligibility page, not a coaching video. Then the enquiries shift: a builder's liaison team asks about a specific clause rather than the whole process, a candidate writes about a notification they have already read in full, a compliance officer's query names the amendment. Fewer people asking what the rule is. More asking how it applies to them.
